What is a Reasonable Accommodation?
A reasonable accommodation is a change or exception to our rules, policies, services, or procedures that enables a resident or applicant with a disability to fully use and enjoy their housing. These accommodations are necessary when an individual’s disability would otherwise limit their ability to access or benefit from rental housing opportunities.
Examples of reasonable accommodations include:
- Allowing a service or emotional support animal in a no-pet property.
- Modifying communication methods (e.g., providing documents in large print for a visually impaired person).
What is a Reasonable Modification?
A reasonable modification is a physical or structural change to a rental unit or common areas that enables a resident with a disability to fully use and enjoy their home.
Examples of reasonable modifications include:
- Installing grab bars in a bathroom.
- Lowering countertops for wheelchair accessibility.
- Widening doorways for mobility assistance.
- Adding visual or audio alerts for individuals with hearing impairments.
Who Qualifies for a Reasonable Accommodation or Modification?
A person qualifies for a reasonable accommodation or modification if they have a disability as defined by the Fair Housing Act (FHA), meaning:
- They have a physical or mental impairment that substantially limits one or more major life activities (e.g., walking, talking, hearing, seeing, breathing, learning, performing manual tasks, or self-care).
- They have a record of such impairment or are regarded as having such an impairment.
How Do I Request an Accommodation or Modification?
You can start the request process by completing our online Request for Accommodation or Modification Form at www.fullcirclevt.com/request (if your disability or the need for the accommodation is not readily apparent).
What Happens After I Submit My Request?
Once you submit the online form:
- You will receive an email with a pre-filled packet of documents.
- You must give the attached verification form to your licensed healthcare provider, who will confirm both your disability status and the connection between your disability and the requested accommodation.
- Your healthcare provider must submit the completed form directly to us via the instructions included in the packet.
Who is Responsible for the Cost of a Modification?
- If the requested modification causes an undue financial burden, the resident may be responsible for covering the cost.
- In some cases, a resident may also need to restore the unit to its original condition once the modification is no longer needed.
- Full Circle Property Management may require that a licensed contractor complete the modification or restoration work.
How Long Does the Review Process Take?
Once we receive your provider’s verification, we will evaluate the request promptly. If additional information is needed, we may reach out for clarification. We will grant all requests that are necessary due to a disability unless the request imposes an undue financial burden or fundamentally alters our housing program. If a request is denied, we will provide a written explanation and offer the opportunity to appeal or discuss alternative accommodations.
What Happens if My Request is Denied?
If we deny your request, we will provide you with a written explanation. You will have the opportunity to:
- Appeal the decision and provide additional supporting documentation.
- Engage in an interactive discussion to explore alternative accommodations that may meet your needs.
Confidentiality of Disability-Related Information
We are legally required to keep all information about an individual’s disability confidential. Any documentation submitted as part of the accommodation request will only be used to evaluate the request and will not be shared except as necessary for processing.
